Kakamega county : DCI summons 17 county officials as Assembly engages in shouting match.

The Directorate of Criminal Investigations (DCI) has issued summons to 17 officials accused of engaging in misappropriation of funds and abuse of office.

According to evidence seen by Goodmorning Kenya, 3 County executive officers and 14 staff members mostly from accounts department are to be quized.

According to Nicholas Etyang the Western region criminal investigation officer, the amounts run into millions.

“We have received instructions from the Office of the Director of Public

Prosecutions (ODPP) to carry out investigations into the matter. The 17 are expected to record statements but we are currently still finalising on preparations for the probe,” said Mr Etyang.

A letter dated May 14, 2020 said:

“The purpose of this letter therefore is to ask you for an extension of time to allow this office to notify all the officers summoned.” Mr Sande the county attorney said.

On Tuesday last week the county assembly of Kakamega passed a supplementary budget FY 2019/2020

The purpose was to allow the County Government to appropriate funds where an emergency has risen in this case Covid-19 and floods which are currently ravaging the county.
The governor rejected the proposals with a memorandum back to the county assembly.

A contradiction ensued over voteheads and the assembly through the able leadership of Budget committee chairman Hon. Wills Opuka and its members interrogated the document and gave a detailed report that was tabled in the house for debate .

MCAs felt that the 684M under the Ministry of Agriculture, Livestock, Cooperatives and Fisheries was unused, and the Ministry did not give a comprehensive report on the almost half a billion allocation why it was not spent and it also never indicated the revenue collected from Farmers/subsidies

At this juncture, MCAs decided to vire 90m from 683M, 70m to go public service to address matters disaster because they felt the governor is silent on issue floods and 20m to buy the hansard recorder in the Assembly,

Shockingly in Oparanya’s memorandum 683M has already been set aside in a revolving fund though from the documents it shows the money still intact and not used

Gov. Oparanya has faied to show how 683M was used yet records indicate the money is un-utilized.
On Tuesday, there was acrimony, name calling and shouting as Mcas became not so honorable.

A majority of odm MCA’S rubber stamped the memorandum from the Governor which was full of irregularities and lacked supporting documents approving alleged EXPENDITURE which was not approved by county assembly.
