KRA seeks clarity over staff absenteeism, falsified study leave claims by Ex-FKF CEO Harold Ndege.

The Kenya Revenue Authority (KRA) widened its dragnet in an ongoing investigation of claims of work desertion and falsified study leave by its former employee Harold Ndege, who was removed from office after serving as the Chief Executive Officer and General Secretary of the Football Kenya Federation (FKF).

KRA formally sought clarification from the Football Kenya Federation regarding the employment status of Ndege. In a letter dated February 27, 2026, from KRA’s Investigations and Enforcement Department, the tax authority requested that FKF officially confirms whether Ndege had at any point been employed by the Federation and provide the specific period during which worked with FKF.
The correspondence, addressed to the FKF President, indicates that KRA is conducting an inquiry concerning alleged absenteeism in respect of the former administrator.

It is reported that Ndege, who was an employee of KRA took falsefully went on a study leave and went on to be employed by FKF, a high-ranking role where he earned about Ksh. 700,000 while still receiving his leave allowances from the tax authority.

“KRA is currently conducting an inquiry concerning alleged absenteeism in respect of the above-named staff. To facilitate our investigation, we kindly request your confirmation as to whether Harold Onyango Ndege has at any time been employed by the FKF and, if so, that you provide the specific period of his engagement,” KRA wrote in a letter signed by Commissioner for Investigations and Enforcement D.N. Mbingi

In line with established labor laws, KRA seeks written confirmation of employment status and duration which will help the authority to effectively establish a factual baseline. Such verification would enable investigators to compare contractual records, tax filings, and any parallel employment arrangements that may have existed during the same timeframe.

The letter makes clear that the inquiry forms part of a broader investigative process. KRA requested FKF’s cooperation in facilitating its probe and provided contact details for designated officers handling the matter, signalling that the tax authority is treating the issue as an active enforcement file.
