RECALL THE NATIONAL ASSEMBLY TO DEAL WITH COVID 19 ISSUES HON OSOTSI NOW SAYS

Amani National Congress member Hon Godfrey Osotsi has called on the two speakers Hon Muturi and Hon Lusaka to recall the houses.

Speaking to members of the press, Hon Osotsi said that he called on national agencies to close all entry points but the call was heed late in the day.

Hon Osotsi while calling on the recall of the two houses added that in the current state of affairs, the national assembly need to be operational.
“Article 1 of our constitution states that we can excercise our sovereignity power directly or indirectly.

Therefore we call upon both houses to convene and deliberate on measures necessary in curbing covid 19″ Hon Osotsi said.
Hon Osotsi also said that Nigeria being one of the most populous nation in Africa has a running parliament despite the covid-19 epidermic in Nigeria. America parliament has passes a stimulus package bill to cushion its population from threats emanating from covid-19.Britain and Australian parliaments have both passed laws to help their respective countries navigate the murky covid 19 situation.

On the lockdown lock talk, Hon Osotsi said that there cannot be a lockdown without a lockdown bill because we must address physical, monetary and administrative issues around it. This can only be addressed by the national assembly.

“I thank the governor of central bank for releasing 7.4b to help fight covid-19 but the national assembly should play its rightful role in ensuring prudent use of the money. We are likely to receive money from donors and these monies cannot be spent when the assembly has not approved.” Hon Osotsi said.

“We are in a war situation and in the event of a lock down/state of emergency, it is only the national assembly that can approve the declaration lest the country plunges into chaos, when we talk of a national lock down, the government should put in place a stimulus package to cushion Kenyans from a myriad of challenges that come with lockdowns/state of emergency” said the Mp.

Hon Osotsi also called on the national assembly to amend standing orders and embrace e- parliament so that members of assembly can transact business online. Hon Osotsi while emphasizing on the re-convening of parliament further added that all members of the assembly should take tests and resume duties immediately.

“As representatives of the people, we should more than ever before be at the fore giving directions to our people as we represent them in the house. The national assembly needs at least 50 members as quorum to conduct business. This numbers can be achieved even in shifts so that national assembly members sit and deliberate on matters of national importance as opposed to the approach we took by going on recess please the two speakers re-convene the houses as soon as possible” Hon Osotsi added
