Kenya Kwanza administration is not only frustrating governors but also killing devolution.
Speaking today in Vihiga during an Idd Baraza to mark the end of the Holy month of Ramadhan, Hon Osotsi wondered how a government that promised too much during the campaigns cannot even conjure up ways through which it can facilitate the smooth working of the 47 counties.
“It beats logic that a regime that promised so much during the campaigns cannot even release monies to counties. For three months, counties have not received money from the government which has jeopardized work in counties. County employees have not received pay, how does the government expect them to meet their other obligations like rent, fees etc.” ?wondered Osotsi.
The Vihiga senator was reacting to a challenge from Hon Aladwa who challenged him to work hard in the senate and ensure that Vihiga county gets money for the day to day running of the county.
“I want to challenge our Senator Hon Osotsi to fight hard in the senate and ensure Vihiga gets its fair share of revenue for our county growth. For our governor to deliver he needs money from the central government” said Aladwa.
Hon Osotsi further blamed the lack of monies in our counties squarely on Kenya Kwanza regime and its senators in the house.
“Whenever tax is collected, atleast 15%must be handed over to the devolved units. The government is going against the law by not giving money to counties.Last week I summoned finance CS Prof Njuguna Ndung’u to explain why counties have not received cash, he pledged to disburse money but I have since discovered that the pledge was never honored.On Monday 24th I have again requested him to appear before my committee in the senate and tell us why our counties are still broke” added Osotsi.
While castigating the folly and deceit of Kenya Kwanza, Hon Osotsi said that Kenya Kwanza runs and enterprise of deceitful and cowardly senators led by Kakamega sen Dr Khalwale.
Osotsi sent the crowd into uncontrollable laughter when he said Dr Khalwale was a coward his bullfighting prowess nothwithstanding.
“My people I will tell you the truth, as senators we agreed that we should increase county allocations from 308billion to 407 billion. However, when the matter came forth for a vote in the senate, Sen Khalwale was called by statehouse and he started shaking like a small boy. He later marshalled his Kenya Kwanza troops to shoot down the increment which would have otherwise ensured the smooth running of our counties. Huyu Khalwale ni bure kabisa na mimi nasema yeye ni bure kabisa” Osotsi said as the crowd broke into laughter
Hon Osotsi donated 200 000ksh and foodstuffs for the event.
While thanking him, Mr Balala said that Senator Osotsi’s hands on governance in Vihiga is one of the best thing to have ever happened.
“Our senator has a listening ear and he is also easily reachable. We are thankful that the great people of Vihiga chose him as our senator” said he.
