Kakamega County Assembly too broke,Divided over 10 Percent Paycut

Well exactly 72 hours after the ministry of health reprimanded Governor Oparanya over covid 19 announcement, Kakamega county assembly leadership has pulled another stunt again.

First it was the assembly speaker adjourning the house via an sms which contravines the assembly standing order on the adjournment of the house.

Now a section of Mcas led by the Deputy Speaker who is also the Mugai-Shirugu Ward mca Hon Leonard Soita Kasaya announced that Kakamega MCAs had agreed to take a 10 per cent pay cut for the next three months.

Accompanied by Majority Leader Hon Joel Ongoro, Hon Kasaya told the media on Sunday that the total deductions per month will amount to about Sh1.5 M which added together will make Sh. 4.5 M in 3Month.

“In view of the current economic situation occasioned by the corona virus pandemic that has led to economic meltdown and in line with President Uhuru’s request for a voluntary pay cut, we as leaders of Kakamega county must sacrifice for the good of our nation ” Hon Kasaya said.

On his part, Hon Ongoro the Majority Leader, confirmed that the Mcas would be taking a 10 per cent pay cut  while Governor Oparanya  and his deputy have agreed to take a 30 per cent pay cut off their gross salary.

However in a rejoinder, fellow Mcas from Kakamega county assembly faulted the announcement calling it a publicity stunt in the eye of a calamity. Led by Hon Lynda Aseyo of ANC party and Hon Jason Lutomia, the members took issue with the way the announcement was hurriedly made without consultations as it is the norm.

“There has been no consultation in the county assembly, what we are being treated to is a publicity stunt by a section of the leadership. We are a house of procedure and rules and such announcements must be made after the assembly has been convined.

We do not oppose the pay cut proposal but again we must ask how the monies will be collected and have a clear plan on spending the same. Besides, the President must also disclose how other monies to a tune of 6 billion from World bank is being utilized.” Hon Lynda said.

“We are waiting for the speaker to convine the assembly so that this matter can be properly canvassed as is the rule. We are perturbed by our colleagues press” Hon Lutomia added.

The assembly will be resuming next week to deliberate on several issues.
