Former Kakamega County Governor ~ MUST be subjected to audit”~ declares former Lugari parliamentary aspirant~ Hon. Isaac GM Andabwa( OGW)

Devolution has progressively shaped the way resources are allocated to meet priorities of communities within the jurisdiction of the 47 county governments.

Administrative processes at the county level have progressively improved, enabling the establishment of systems and processes that seek to govern in the long-term the realization of the objectives of devolution at the national as well as the county levels and below.

Although overall progress on devolution has been significant, more remains to be done especially for counties where previous marginalization, low penetration of infrastructure, structural and other socio-economic challenges and their geo-location with respect to the climatic zones of the country has made them and their inhabitants particularly vulnerable.

None the less, massive corruption has been cited in various counties and perpetrators remain scot- free despite sufficient evidence against the Governors.

To fairly address the challenge, independent audits remain crucial prior to assuming office.

In Kakamega County, a few of the major projects in the county were funded by the World bank program yet the Out- going Governor Hon.Wycliffee Ambetsa Oparanya disguised the funding of these projects to the allocation from National treasury.
There is very little to show~ off in terms development under the tenure of Governor Oparanya. And if visible, very skewed and selective across the county.

As a concerned leader from the county, I strongly support the need for the incoming Governor Hon.Fernandes Barasa to first carry out a comprehensive audit of the previous county government and share reports with respective sub- county leaders as part of transparency, accountability and public participation if indeed He is serious and aims at starting on the right footing.

We don’t want to see scenarios where new governors are held at ransom to clear millions of inherited pending bills on the would be white elephant or ghost projects. These monies can be well utilized on other development projects.

A number of counties have so far initiated audits and Kakamega MUST follow ~ suit.

Hon. Andabwa contested in the last general elections on DAP(K) party ticket and emerged second garnering 10000 votes after ODM candidate Hon. Nabii Nabwera who won with 22000 votes.

Hon.Andabwa is currently the National General secretary, Kenya National Private Security Workers’Union and executive board member at COTU (K).
