Nairobi Citizens Unite to Demand Dissolution of County Government Amidst Corruption Allegations

NAIROBI, KENYA — In a powerful and unprecedented move, leaders under the Kenya Bora Tuitakayo (KBT)/OKOA Nairobi initiative have issued a bold call to action: dissolve the entire Nairobi City County Government.
Fifteen years since the promulgation of Kenya’s 2010 Constitution and thirteen years into devolution, KBT leaders say the promises of local governance have been eroded by entrenched corruption, political sabotage, and poor leadership.

In a fiery statement delivered on Wednesday, Mtumishi Cyprian Nyamwamu, the OKOA Nairobi spokesperson and declared gubernatorial candidate for Nairobi in 2027, condemned what he termed as the “cruel looting” of Nairobi by the current leadership.
“We are facing a humanitarian and governance crisis in Nairobi. Garbage litters our streets, drainages are clogged, and basic services are non-existent. Yet, residents continue to pay taxes,” Nyamwamu said.
The leaders pointed fingers at Nairobi Governor Johnson Sakaja, accusing him of presiding over one of the most dysfunctional county administrations since the advent of devolution.
They further accused President William Ruto and ODM leader Raila Odinga of shielding Sakaja from impeachment, claiming high-level interference derailed efforts by MCAs who had responded to public outcry by initiating the process.
People Power vs Power Brokers
At the heart of KBT’s demands is a rallying call for People Power to override what they describe as a “cartel-driven regime.” The group plans to initiate a countywide signature collection drive across all 17 constituencies and 85 wards to trigger the constitutional process of dissolving the county government.
They are invoking Article 192 of the Constitution, which provides grounds for dissolution of a county government in case of a crisis or failure of service delivery.
Nyamwamu called on Nairobi Senator Edwin Sifuna to back the initiative, stating:
“If you are not supporting the dissolution of this looting machine, then you are likely benefiting from it.”
Nairobi on the Brink of Financial Collapse
The group has also raised alarm over the dire financial state of the Nairobi City County Government (NCCG). According to their preliminary audit, NCCG had a budget of Ksh. 42.29 billion for the 2023/2024 fiscal year, with a revenue split between the national equitable share and own-source revenue.
However, the County is reportedly grappling with pending bills totaling Ksh. 118.32 billion—nearly three times its annual budget.
“To pay off that debt, the county would have to shut down for three years while continuing to collect taxes without offering services. That is financial insolvency, plain and simple,” Nyamwamu added.
The KBT/OKOA Nairobi movement claims that over Ksh. 120 billion has been “defrauded” under Sakaja’s leadership since September 2022, and they have commissioned a fraud audit to aid in possible recovery litigation. They intend to collaborate with the Office of the Auditor General to probe the alleged financial mismanagement.
Citizen Action Plan: A Path to Accountability
KBT/OKOA Nairobi has outlined an action plan that includes:
- Identifying alternative leaders, especially youth and women, to run for office in 2027.
- Forming Citizens Accountability and Service Delivery (CASeD) committees across all wards to monitor services and mobilize civic action.
- Encouraging Nairobians to register to vote locally, rather than in ancestral homes, to ensure their voices influence urban leadership.
The movement emphasized that impeachment has proven impossible due to political interference, and that full dissolution is the only viable remedy.
Rejecting Constitutional Amendments & 2027 Political Alignments
In a broader political message, the group rejected any attempts to amend the 2010 Constitution before the 2027 General Election. Instead, they proposed a National Constitutional Conference after the elections to review implementation progress and determine necessary reforms through a referendum.
Nyamwamu concluded with a stern message to Kenyans ahead of 2027:
“Reject UDA. Reject ODM. Reject all who have turned our democracy, development, and devolution into business ventures. These parties no longer represent the will of the people.”

As the KBT/OKOA Nairobi movement gears up for a citywide mobilization campaign, the stakes for Nairobi’s governance have never been higher. Whether the people of Nairobi will rise to reclaim their county remains to be seen, but one thing is clear—the winds of political change are blowing through the capital.
