BBI, not a Gazzete Notice but a mere Report – Know the difference!

In Kenya, nothing is official until it is published in Kenya Gazette. Kenya Gazette is the official publication communication of the government of Kenya. Without Kenya gazette, it will be impossible to convince Kenyans and especially those who went to school that BBI cannot be amended, unless you are pushing for a partisan, egocentric and selfish interests.

To this effect, the BBI report is not a government gazette yet but there are some politicians who are hoodwinking their followers via innuendoes, sectional thinking, narrow thinking that the current BBI report is final. These politicians are actually misleading their supporters. They are plainly cheating them. It is due to their shallowness that the BBI report has actually divided the country more than uniting it.

In the republic of Kenya, The Kenya Gazette publishes important government communications but not limited to the following,

  • Notices of new legislation
  • Notices required to be published by law or policy
  • Announcements for general public information

The publication takes place every week, usually on Friday, with occasional releases of special or supplementary editions within the week.

As skewed politicians are hellbent on forcing their opinion on unsuspecting Kenyans, Hon. Musalia Mudavadi has remained clear and straightforward in his public engagements regarding the BBI report. While at Bomas of Kenya, in his keynote address, the ANC boss was visionary as he told the gathering, ” The BBI report is good and has some very good provisions that need to be enhanced and enacted as soon as possible.” Here are some of the provisions he talked about,

  1. The strength of the Senate,
  2. Appointment of the ombudsman
  3. Economy- tame public debt.
  4. Open BBI document for further enhancement

These are points that broke the camel’s back. The leader of ANC was so visionary, he knew if this document goes to the public without further enhancement it would definitely create chaos that is unnecessary. As he spoke, he spoke for millions of Kenyans who weren’t at Bomas of Kenya to give their opinion.

Since the Bomas launch, a lot has happened as politicians have taken to the stage to oppose further amendments to the BBI report. High profile meetings have taken place beginning with the Naivasha MP’ S retreat. It is in that meeting where the former prime minister and the president witnessed MP’s sharp division.

The voices that wanted the report opened grew louder and stronger forcing two statements being written and only one read to the media. The retreat left the former prime minister thinking hard on the future of BBI.

After the Naivasha retreat, the governors also held their meeting with the former prime minister and it is reported in low tones that the meeting also took sharp divisions as some governors told the former prime minister that the BBI report is not final, it has serious fault lines that need to be punched out or amended.

The governor’s meeting came at the backdrop of a high profile meeting in the state where party leaders held lengthy talks with the head of the state and conclusively beseeched the head of state to lead the consultative talks and build consensus around the report. We have now seen a hard former prime minister seemingly biting into the open the BBI report movement, he has no option but to loosen his hardstand and let Kenyans contribute to the BBI report before it becomes a bill and published in the gazette notice.
