{"id":17931,"date":"2025-07-30T13:18:35","date_gmt":"2025-07-30T13:18:35","guid":{"rendered":"https:\/\/goodmorningkenya.com\/wp\/?p=17931"},"modified":"2025-07-30T13:25:44","modified_gmt":"2025-07-30T13:25:44","slug":"opinion-donald-kipkorir-alcohol-ban-will-cripple-kenyas-soul-tourism-food-and-freedom","status":"publish","type":"post","link":"https:\/\/goodmorningkenya.com\/wp\/?p=17931","title":{"rendered":"OPINION | Donald Kipkorir: Alcohol Ban Will Cripple Kenya\u2019s Soul \u2014 Tourism, Food, and Freedom"},"content":{"rendered":"\n<p><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><\/h3>\n\n\n\n<p><em>By Burton | Editor, Good Morning Kenya<\/em><\/p>\n\n\n\n<p>Nairobi: 30\/7\/25<\/p>\n\n\n\n<p>When flamboyant lawyer and political firebrand <strong>Donald Kipkorir<\/strong> speaks, people pay attention \u2014 and this time, he\u2019s raised the red flag over what could be one of the most far-reaching policy overhauls in Kenya\u2019s social and economic life.<\/p>\n\n\n\n<p>Reacting to the government\u2019s radical new direction on alcohol control, Kipkorir did not mince words:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cThe banning of alcohol sales in supermarkets, restaurants, public beaches, recreational facilities, and petrol stations will kill the hospitality sector in Kenya \u2014 and kill tourism,\u201d<\/em> he posted on social media.<\/p>\n<\/blockquote>\n\n\n\n<p>And he\u2019s not wrong.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"458\" height=\"1024\" src=\"https:\/\/goodmorningkenya.com\/wp\/wp-content\/uploads\/2025\/07\/inbound7667373536019339616-458x1024.png\" alt=\"\" class=\"wp-image-17934\" srcset=\"https:\/\/goodmorningkenya.com\/wp\/wp-content\/uploads\/2025\/07\/inbound7667373536019339616-458x1024.png 458w, https:\/\/goodmorningkenya.com\/wp\/wp-content\/uploads\/2025\/07\/inbound7667373536019339616-134x300.png 134w, https:\/\/goodmorningkenya.com\/wp\/wp-content\/uploads\/2025\/07\/inbound7667373536019339616.png 576w\" sizes=\"auto, (max-width: 458px) 100vw, 458px\" \/><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A New Policy \u2014 or a New Prohibition Era?<\/strong><\/h3>\n\n\n\n<p>The uproar follows the unveiling of a sweeping new policy dubbed the <strong>National Policy for the Prevention, Management &amp; Control of Alcohol, Drugs &amp; Substance Abuse<\/strong>, released in July 2025 by the <strong>Ministry of Interior and National Administration<\/strong>.<\/p>\n\n\n\n<p>Framed as a response to Kenya\u2019s deepening alcohol and drug abuse crisis, the policy proposes sweeping restrictions that could <strong>fundamentally transform \u2014 or cripple \u2014 how alcohol is sold, marketed, and consumed<\/strong> across the country.<\/p>\n\n\n\n<p>Among its most controversial proposals:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A <strong>total ban on alcohol sales<\/strong> through supermarkets, online platforms, home delivery services, vending machines, and in residential premises.<\/li>\n\n\n\n<li><strong>No alcohol in public spaces<\/strong> \u2014 including beaches, parks, petrol stations, and bus stops.<\/li>\n\n\n\n<li>A <strong>raised minimum legal age<\/strong> for alcohol consumption and handling from 18 to <strong>21 years<\/strong>.<\/li>\n\n\n\n<li>Strict <strong>exclusion zones<\/strong> prohibiting alcohol outlets within <strong>300 metres<\/strong> of any school or institution of learning.<\/li>\n\n\n\n<li><strong>Restricted operating hours<\/strong> for all alcohol-selling premises.<\/li>\n\n\n\n<li>Mandatory <strong>health warning labels<\/strong>, standardised <strong>packaging<\/strong>, and a <strong>minimum bottle size<\/strong> of 250ml.<\/li>\n\n\n\n<li>A full <strong>ban on price promotions, happy hour offers, and \u201call-you-can-drink\u201d deals.<\/strong><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Advertising Blackout and Cultural Fallout<\/strong><\/h3>\n\n\n\n<p>The policy also proposes what amounts to a <strong>near-total blackout on alcohol advertising and branding<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A <strong>ban on all advertising<\/strong> between 5:00 a.m. and 10:00 p.m. across audiovisual media \u2014 including foreign broadcasts.<\/li>\n\n\n\n<li><strong>Online advertising and influencer promotions<\/strong> to be banned entirely.<\/li>\n\n\n\n<li>No <strong>celebrity endorsements<\/strong>, sports sponsorships, or branded teams.<\/li>\n\n\n\n<li>Outdoor advertising will be <strong>prohibited near schools, residential areas, or on government-owned property.<\/strong><\/li>\n\n\n\n<li>Content that glorifies alcohol use or mocks sobriety will be strictly outlawed.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Numbers Are Grim \u2014 But Is This the Solution?<\/strong><\/h3>\n\n\n\n<p>A 2022 NACADA survey cited in the policy reveals a grim picture: <strong>1 in every 6 Kenyans<\/strong>, or <strong>4.7 million people aged 15\u201365<\/strong>, use at least one substance. Alarmingly, some children reportedly initiate tobacco use at just <strong>six years old<\/strong>, and alcohol at <strong>seven<\/strong>.<\/p>\n\n\n\n<p>These figures demand urgent intervention \u2014 no question. But the strategy now on the table resembles a <strong>blunt-force prohibition<\/strong> rather than a balanced public health response.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Kipkorir: Don\u2019t Sanitize Tourism Out of Existence<\/strong><\/h3>\n\n\n\n<p>Kipkorir, never one to tiptoe around the uncomfortable, put it plainly:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cTourism is driven by good food, alcohol (wine, beer, and spirits), and yes \u2014 sex.\u201d<\/em><\/p>\n<\/blockquote>\n\n\n\n<p>Unapologetically provocative? Yes. Incorrect? Not at all.<\/p>\n\n\n\n<p>Kenya\u2019s tourism economy is more than wildlife and landscapes \u2014 it\u2019s about <strong>experience<\/strong>, <strong>vibe<\/strong>, and <strong>freedom<\/strong>. Visitors don\u2019t come here for rules and restrictions. They come for the coastal breeze, good food, entertainment, and nightlife. The same can be said for countless locals whose livelihoods depend on this rhythm.<\/p>\n\n\n\n<p>If this policy goes forward unamended, the impact will be <strong>seismic<\/strong>: from hoteliers and bar owners to musicians, event organisers, drivers, and delivery workers \u2014 an entire economic and cultural ecosystem stands to lose.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Opinion: We Need Smart Laws, Not Moral Panic<\/strong><\/h3>\n\n\n\n<p>Yes, Kenya has a substance abuse problem. But solving it shouldn\u2019t mean setting fire to jobs, culture, and personal freedom. Smart regulation can reduce harm. <strong>Sweeping bans will only fuel black markets, kill businesses, and alienate millions.<\/strong><\/p>\n\n\n\n<p>What we need is a <strong>mature national conversation<\/strong>, not a moral crusade disguised as policy.<\/p>\n\n\n\n<p>Donald Kipkorir has sparked the debate \u2014 and he\u2019s right to.
