However to Kakamega county Mca&#8217;s this cardinal age old rule does not apply.<\/p>\n\n\n\n<p>When I.G bank (Invest and Grow sacco) established its branch in Kakamega town, the managers envisaged a sound working relationship with the county government with mutual benefits to both parties. Little did they know that the honorable members were so dis-honorable.<\/p>\n\n\n\n<p>Take this case for example, a Hon member approaches the bank for a loan facility. As a requirement, the member is requested to have his fellow mca&#8217;s sign as guarantors for the loan and their pay\/salaries  must be channeled through the bank ( I.G bank)<br><br>Once a member accesses the loan, he\/she mischievously colludes with the countie&#8217;s HR officer and switches his\/her pay point. This then leaves the guarantors with the burden of clearing the loan which the bank effectively chops off from their salaries. <br><br>The bank is so effective that some Hon members have been going without pay for months.<\/p>\n\n\n\n<p>The Kakamega county deputy speaker is one such victim. After guaranteeing a fellow member who later defaulted and changed his pay point, the Deputy speaker not only paid the loan but lost a total of 400 000ksh being part of his savings\/dividends at the bank. <br><br>After several meetings with the defaulter who has adamantly refused to pay, the deputy speaker is considering an option of seeking legal redress to have his money back from a fellow Mca.<\/p>\n\n\n\n<p>We spoke to the Sacco manager who felt sorry that they had to deduct money from the speaker&#8217;s account to clear the arreas but said the bank had limited options. He blamed the county&#8217;s HR manager for changing the staff&#8217;s pay point without consulting the bank.<\/p>\n\n\n\n<p>On Friday, a fight ensued at the county offices when a member of the staff went to the bank and upon checking his bank balance, found that his monies had been deducted to settle a loan repayment for a colleague who had defaulted and changed his pay point from I.G bank to co op bank.<br><br>Mr Odongo and Andanji both staff of the county assembly had a fist fight after Odongo realized that  his hard earned money had gone to settle Andanji&#8217;s loan.<\/p>\n\n\n\n<p>Hon Absolom Andati an Mca in Kakamega too is having a problem with a fellow member who abused his kindness and changed his pay point thus forcing him to repay the loan as the borrower walks about unperturbed.<\/p>\n\n\n\n<p>Another member Hon Joan Mwamto had no kind words to the defaulters. &#8220;May I be given the contacts of the staff member who clobbered a defaulter, I have an assignment for him. There is a member I guaranteed and instead  of honoring her debt obligation, she is busy cat walking around as I shoulder the heavy burden of paying her loan&#8221;  Hon Joan lamented.<br><br>This and many others are the sad situation from our so called Hon members.
