Deputy Speaker Nickson Butiya ally of William Ruto ousted by the House.

Deputy Speaker Vihiga County Hon Nixon Butiya Impeached

Yesterday 19th March 2020 , the Vihiga County Assembly held a sitting where Tambua ward Mca Hon. Manoah Mboku moved an impeachment motion seeking the removal of Shiru ward Mca Hon. Nickson Butiya as the Deputy Speaker.
Hon. Jacklyne Mwenesi was joined by other Members who showed their lack of confidence in the office hence Butiya’s impeachment by unanimous decision .

Members complained that Hon. Butiya being the Deputy Speaker had failed in providing leadership to the whole House by abusing his Office. They accused Butiya of being involved in a money from members in order to accord them favours.

They also pointed out that being the Chair of the Liasion Committee, he had violated various Standing Orders including failure to advice the Select Committee on reshuffling the Budget and Appropriation committee Chairs thrice before the end of the 3rd ycear.

The integrity of the office of the deputy speaker was brought to question following the haphazard reshuffling of committee Members and chairs basing on their political inclinations and other factors with the women legislators concerned with the gender inequality issues in the composition of some committees..

Butiya was also accused of leading a section of mcas to Sugoi against the majority’s wish .The Sugoi trip was an expedition meant at swearing allegiance to Ruto a position that most members never approved. The assembly further blamed Butiya for the failed impeachment of Governor Otichilo. It was alleged Butiya received money from Hon Otichilo to frustrate the process from within

Basing on the above Implications, the whole House through a majority vote conducted with the direction of the Speaker, resolved to remove Hon. Nickson Butiya as the Deputy Speaker of the Assembly.

The Assembly voted in Hon. Zachariah Murefu who was then installed as the new Deputy Speaker immidiately.

In his acceptance speech as deputy speaker, Hon Murefu promised to sanitize the Office’s reputation and ensure equity and fairness to the whole House in order to ensure proper legislations and oversight that would benefit the people of Vihiga.

With this impeachment, Butiya’s plans to run as Mp Hamisi have been dealt a blow
